Emergency Preparedness and Response Program
Preparing for, responding to, assisting in, the recovery of natural and human caused public health incidents and threats.

Program Overview:

The Public Health Emergency Preparedness and Response (PHEPR) Program at Benton-Franklin Health District (BFHD) works with public health staff, healthcare providers, and community agencies to respond effectively to public health incidents in and around Benton and Franklin County. 

It is important for public health to understand the threats and hazards to our community in order to be prepared and recovery quickly if a public health incident strikes Benton and/or Franklin County or surrounding areas. 

The PHEPR program is funded through a grant from the Center for Disease Control and Prevention (CDC) and managed by the Washington State Department of Health (DOH).  

Regional Lead Agency:

Public health incidents like any incident could overwhelm local staff and resources. Therefore, to encourage coordination and resource sharing state public health emergency preparedness activities are conducted through nine (9) public health regions.  Each region has one (1) health district designated the lead agency.  

BFHD is the lead agency for Region Eight (8) and for this reason, there is a designated Regional Emergency Response Coordinator (RERC).  Region 8 includes, Benton, Franklin, Yakima, and Walla Walla Counties, and each county has a Local Emergency Response Coordinator (LERC) to work specifically at the local health jurisdiction.  

The lead agency helps local health jurisdictions create emergency response plans and collaborate on regional response plans

Benton-Franklin Health District is also part of the Regional Emergency Disaster Healthcare Coalition (REDi).  The mission of the Healthcare Coalition is to bring all of the healthcare organizations together in order to prepare for, respond to, and recover from crisis that affect the healthcare systems.  (see more below)
